Painted, variations in coverage, would appear to be hand done hence the variations.  Inner silver color frame bordering the picture area show small nicks and marks overall ( silver raised rectangle ).  A few nicks and marks on the silver color outside frame edge.  Plastic cover of the picture area, shows no marks or scratches.
